(AFP) – In a notice delivered on Tuesday, the French Scientific Council does not see how it could ban the organization of the second round of municipal elections next June. This while recalling the health risks linked to an electoral campaign and the essential precautions to be taken to secure voting operations. Not easy.

Moreover, the members of the Council take tweezers: “The public decision-makers will have to balance the uncertainties and the risks identified with the advantages linked to the holding of the ballot”, they underline referring to the politicians the responsibility to decide. But, “whatever the option decided by the public authorities”, the researchers call for “taking into account the epidemiological situation in the 15 days preceding the date decided on by the ballot as well as in sustained surveillance 15 days after the ballot” .

With regard to the organization of the vote itself, the Council underlines the significant health risks linked to the electoral campaign and considers that the latter must be radically changed. Electoral meetings, distribution of leaflets, door to door, public meetings or apartment meetings are particularly targeted. With regard to proxy votes, which saves people at risk from having to go to a polling station, the Council recommends that the validity of the proxies already established for the second round of March 22 be extended. Voters subject to quarantine should be able to ask a judicial police officer (OPJ) or a judicial police officer to travel to establish a power of attorney.

The scientists recommend in particular the compulsory wearing of a surgical mask and a protective visor for all the members of the office and the people participating in the organization of the poll and insist on the installation of protective walls in plexiglass. A minimum number of people must participate in the counting, respecting the minimum distances. Finally, he recommends not to organize election evenings and to avoid any town hall meeting after the vote. In short, never seen before …

It is now up to the Head of State and his Prime Minister to approve this opinion or not and fix the date for this second round. The first part of the vote for the designation of the 36,000 teams in charge of the communes having taken place, Sunday March 15, on the eve of the general confinement in France.
