Lots of jobs, secure salary increases: The salary structures in the federal government

The federal government is currently looking for numerous employees in almost all areas of administration, ministries and universities. The offer is attractive: job security, fair opportunities for advancement and work-life balance are buzzwords that, in view of the devastating economic situation, are gaining in radiance for people after a year of Corona. They fear for their jobs, while in the public sector it is practically impossible to get fired. Those who work there or are civil servants usually have a lifelong effect.

For example, it is rare for employees in private companies to receive an automatic salary increase of a few hundred euros for the next higher salary class every few years. This is clearly regulated in the public service. Example Humboldt University in Berlin. Mariana Alvarez, who teaches Spanish, works at the language center there. She explains the system of remuneration at the federal government, which sounds a little like the rules in the Criquet for outsiders.

“If you apply for an advertised position, the salary is transparent. Because the position is linked to a salary group. It defines how much basic salary you will receive. There are also individual allowances, ”says Alvarez. Anyone who works in the public sector will find out about job offers for a higher-paid position sooner.

The more difficult it is to fill a position, the greater the chances of a higher ranking

Here is an example calculation: If a position as a research assistant with salary class E13 is advertised, the basic salary in Berlin starts at around 4,074 euros. This is the entry level salary, usually with a Masters degree. For comparison: In level 6 this is 5,872 euros basic salary.

If someone already has work experience at the start of the public service because he or she has worked in the open market for a few years, employers can also class them into higher experience level 2. The harder it is to get someone for a job, for example a software developer, the greater the chances of a higher grading. There the basic salary is already 300 euros more.

With two children, the research assistant also receives family allowances, depending on the federal state, this is 120 to 150 euros per child. The conurbation allowance for Berlin is 150 euros. For this example calculation, there are 450 euros in allowances for this position (at 150 euros per child) and increase the salary in experience level 1 to 4,524 euros, in the second level to 4,824 euros.

Safe salary increase of 600 euros in seven years

With the next experience level 3, the research assistant earns 5,124 euros. You automatically switch from level 2 to level 3 after three years, and to level 4 after another 4 years. The safe salary increase of 600 euros in seven years is an incentive for many to go into public service.

The allowances paid by the federal government as an employer are listed in tables on the relevant pages of the public service, for example at the civil servants’ association. For example, someone who performs managerial tasks and has employees makes an even bigger leap in salary. Such highly sought-after positions are, for example, levels E14 and E15. The salary of E14 starts with a basic salary of around 4,400 euros and goes up to 6,250 euros plus allowances. E15Ü, the highest level of higher service, ranges between 5,955 and 7,740 euros.

The protection of the constitution in Cologne and Berlin has also repositioned itself as an employer brand with the slogan “On behalf of democracy”. The head of the HR marketing department, Hannah Marienfeld from Cologne, explains to “We are currently looking, among other things, for excellently trained IT specialists and foreign language speakers. The focus here is on languages ​​such as Persian, Russian, Standard Arabic including various Arabic dialects as well as Urdu (Pakistan) and Hindi. “

“The Office for the Protection of the Constitution is looking for employees to obtain information, for example at events, and analysts to evaluate the data,” explains HR manager Marienfeld. The latter are people who use the information that their colleagues on site, for example, obtained at a demonstration to create situation reports and analyzes. “As part of the security community, different and changing tasks can be performed under the umbrella of one employer. We prepare colleagues for a wide range of possible jobs through extensive training and further education. ”

The judiciary is also looking for employees across Germany in all areas

The Office for the Protection of the Constitution deals, among other things, with right-wing and left-wing extremism, Islamism, Islamist terrorism, alien extremism and the fight against state-controlled cyber attacks. “With a master’s degree in computer science, you can start with a basic salary of around 4,350 euros without any professional experience.”

In the private sector, an IT specialist naturally earns a lot more. “In order to be competitive, we pursue various approaches that enable salary increases in individual cases. This includes, on the one hand, financial incentives, such as the possibility of additional granting of an IT specialist allowance as well as further salary increases, for example by granting so-called experience levels in advance Marienfeld is convinced.

The judiciary is also looking for new employees across Germany in all areas, for example in Berlin for “the team of the righteous”. Public prosecutors, judges, prison staff, service staff and judicial officers are increasingly being recruited there. When hundreds of baby boomers are about to retire, there should be no gaps in skilled workers.

But how much does a civil servant judge earn at a local court, for example? The starting salary here is between around 3,350 euros gross in Saarland and around 4,200 euros gross in Bavaria and Hamburg. There are major differences here according to the regions. Otherwise, the amount of judges’ pay is always based on their salary group and on the level within this group.

A judge in grade R1 earns, for example, 3,971 euros gross per month in level 1, a judge in grade R2 – certain senior judges such as directors of a district court, vice-president of a regional court – in level 8, however, 7,014 euros gross. R3 judges hold even higher positions, for example president of a higher regional court, here the salary in level 1 is 8,591 euros.

In order to make the jump from a district judge of the R1 level to a senior judge (R2), special skills are required. Here the judiciary provides for a nine to two-year qualification phase within the courts under the supervision of a higher judge. This can also be extremely time-consuming, depending on the personality of the superiors. Those who have made this step will be promoted.

These processes are also highly competitive – as we know, the air is getting thinner upwards. However, when a president has finally arrived, he or she is attracted to a lifelong, attractive and well-paid job.
