Rufus supports Windows down to Windows 7.

Use from version 3.19.
Rufus can do this from version 3.19
Rufus is actually there to create bootable USB sticks and install a live system on them. But version 3.19 added the ability to install Windows 11 on a computer without having to log in with a Microsoft account. To do this, the network connection must be briefly interrupted. In addition, one should be able to circumvent the compulsion to use Secure Boot and TPM with Rufus.
Microsoft Account Compulsion
Bypassing the Microsoft account requirement is already an exciting option for Windows 11 Home users. For users of Windows 11 Pro, the account requirement will become an urgent reality with the upcoming autumn update 22H2 at the latest. You can read more about this in this message: Next Windows 11 update tightens account requirements.
With Windows 11 Pro, the account requirement can currently be circumvented as follows:
Enter “windows” as the Microsoft account and in the next step enter any password. Then the error message “Sorry, there was a problem” appears, stating that the password for this account has been entered too many times. Windows 11 Pro now allows the operating system to be used with a local user account via “Next”.
But this method no longer works with Windows 11 22H2. With Rufus version 3.19 or higher, you can bypass the account requirement again.
